Michelle “LJ” Littlejohn

Background

Michelle “LJ” Littlejohn is an organizational change management (OCM) specialist and OCM program manager in the City of Charlotte’s Innovation & Technology Department. With more than 25 years of public service experience, she has worked across finance, public safety, transportation, human resources, strategic planning, procurement and technology. In her current role, Littlejohn leads the development and implementation of OCM practices that help leaders, project teams and employees prepare for and successfully adopt change. Her work includes business readiness, stakeholder engagement, communication, training, resistance management and change leadership.

Littlejohn earned a Master of Business Administration from the Belk College of Business at UNC Charlotte and a Bachelor of Arts in business with concentrations in accounting and management from Mary Baldwin College. She is a Prosci Certified Change Practitioner and has completed a certification through the UNC School of Government. Outside of work, she enjoys gardening, learning new hobbies, spending time with her family and her two labradoodles, and cheering for Charlotte FC.

She is pursuing a Doctor of Business Administration to strengthen her leadership capabilities, advance her career and learn how to use evidence‑based research to support innovation and improve organizational decision‑making.

Research Interest

Littlejohn’s research interests lie at the intersection of business information systems and operations management, with a focus on strategic resource allocation. She is particularly interested in how organizations decide whether to develop and realign internal talent or engage external consultants. Her research explores how AI‑assisted tools, service delivery models and governance frameworks can provide better data for workforce planning, strengthen operational alignment and support long‑term sustainability.
